This tutorial assumes you have working knowledge of paint shop pro,

Open a new image 750x750 and flood fill white,
I Like to have room to work, this is your choice,
My tuts are written using this size image

open sb_pmt_happiness-is-free-pp14 c/p as a new layer, apply a
mask of choice, I used chas13mask, merge group

now open sb_pmt_happiness-is-free-frame 3 c/p as a new
layer, now open sb_pmt_happiness-is-free-frame 2 c/p as a
new layer, mirror and resize by 85% grab your magic wand
click inside the frame and expand by 9 invert, now open
sb_pmt_happiness-is-free-pp12 c/p as a new layer below the
frame and hit invert, select none, open sb_pmt_happiness-is-free-string2
c/p as a new layer resize by 85%, bring to the top, now lets
open sb_pmt_happiness-is-free-bow 5 c/p as a new layer
arrange with the string. Now open sb_pmt_happiness-is-free-flower 1
c/p as a new layer above the black frame, arrange to your liking
open sb_pmt_happiness-is-free-flower 5 c/p as a new layer
with the other flower, resize by 72% place below the yellow
flower, open sb_pmt_happiness-is-free-beads c/p as a new
layer right above the frame layer, resize by 50% duplicate,
mirror and flip, open sb_pmt_happiness-is-free-leaf c/p as
a new layer below the flower layers and resize by 58%
and then rotate to the left by 15% now duplicate and
rotate to the right by 115% Now lets open
sb_pmt_happiness-is-free-heart key c/p as a new layer
place below the ribbon layer and resize by 41% now mirror
and rotate to the 60% duplicate and bring to the top, erase
enough to make it look "Looped" on the bow. now add a
dropshadow and tube of choice, hide the white background
layer and merge visible.

I always resize my finished tag BEFORE adding my copyright info,
it makes this seem clearer, add your name and copy right
information and Save the way you prefer to save tags,
